Definition of value

The product was developed for government officials and ministries. It helps create reforms and policy goals, test their effectiveness, track progress and allocate budget funds.

Research

First of all, we needed to collect and structure the date in order to understand where we go from here and what to do.

 

It was decided to collect information from the following sources:

  1. Interviews with stakeholders;

  2. Interviews with current users;

  3. Definition and analysis of similar products.

Research has helped us understand the problems that the user faces when working with the current version of the product:

  1. At the moment, the tool replaces Excel tables that do not have enough power;

  2. Ministries use only that part of the functionality that is convenient for them;

  3. No responsible persons

  4. Strategic objectives have been set, but they have no effect on improving the conditions for the stakeholders since their needs have not been taken into account.

Analysis

The next step we made a few brainstorms, where we identified possible solutions:

  1. Developed an application that connects the ministry and the directorates of strategic planning, which allows you to track the impact of the reform or strategic goal on economic, social indicators;

  2. In the application, the hierarchy is created as simply as possible: policy - reform - strategic goal - operational goal, which reduces the number of wrong decisions;

  3. Introduced functionality without different ministries can request different parts of the reform and work together to achieve their goals.

After coordinating the prototypes, we started to create the design and release tools.

After the release, we used the following tools to determine the vector of development and the elimination of current problems:

  1. Usability Testing, etc;

  2. Adding pain points to the user's map for further work with these problems;

  3. Funnel analysis;

  4. Tree tests;

  5. Card sorting;

  6. Creating a design system.

Prototyping

After negotiating the wireframes, we went directly to prototyping.

The prototypes were tested on the target group of users, as well as on the stakeholders.

The next step is to analyze the test results and make corrections.

Other states

At the moment, the product is in a state of testing and will be presented in Canada in July 2019.

During product testing for 15 target users, it was determined that a new way of creating reform reduces the time by 3 times.
